ウクライナは内部から自壊するかも

相変わらず日本のメディアではウクライナ大本営発表がされています。一方、ジョージ・ソロスなどが資金提供してバイデンとオバマが2009年頃からウクライナに生物兵器研究所を作ってきたことなど、知られてはまずいことがますます明らかになってきています。とはいえ報道されないので"ニュース"にはなりません。こんな現象はウクライナを応援している日本や欧米だけです。アフリカや南米では公平な報道がされているようです。

先日、パレスチナではイスラエル軍が女性ジャーナリストを射殺しました。しかし、残念ながら大きな問題になることはありません。この報道も日本の報道と外国の報道ではずいぶん印象が違います。

ポーランドでは「ワルシャワでウクライナ難民が男性を殺害したと報道」されています。その記事によると、
「地元の情報によると、ウクライナからの酔っ払った難民３人がポーランド人を撲殺した。暴徒はNowy Świat通りで少女に痴漢行為を始め、男は彼女をかばおうとしたという。その結果、彼は殴られ、数カ所の刺し傷を負い、その場で死亡した。この報道はまだ確認されていない。映像は、ウクライナ語を話す男性が撮影したもの。……地元メディアは、犯人の国籍について沈黙している。ワルシャワの中心部では、泥酔したウクライナ人がたびたび目撃され、地元住民の不満の種になっている」

西側に行ったウクライナ難民の迷惑な奇行、蛮行はツイッターでもたびたび話題になっています。公平に見てもネオナチ予備軍とでもいうのか、頭がおかしいのではないかと思います。

さらに、ウクライナのゼレンスキーが麻薬をやっているとか、ネオナチのアゾフなどは麻薬をやりながら戦っているという話があります。彼らが英雄だとはやし立てる自称"テレビ専門家"や報道とは反対に、ウクライナ軍の方が内部から自滅するのではないでしょうか。ウクライナの現政権は徴兵しておいて、死んだ兵士の死体も回収せず、ほったらかしにしています。ロシア軍に任せるという体たらくです。どこかの市役所で職員が全員逃げて空っぽになったという報道もされています。逃げるか戦意喪失か内部対立で突然瓦解してしまうということはありそうです。

さて、最初にロシアが侵攻したと思わされている人が大半なのでしょうが、最初に書いたようにオバマとバイデンチームが大統領と副大統領になる前からウクライナは都合のいいように利用されてきました。2014年、マイダンでクーデターを仕掛けたのもオバマとバイデンチームでした。
どうも欧米や日本の政府とメディアはウクライナ軍がネオナチだということを知っていて、現実に起きていることを真逆に知らせる確信犯のようです。ウクライナでなにがあって、こういう事態になったのかということを知らない限り、政府や報道に騙され続けます。

ウクライナの歴史を知るうえで次の記事がとても参考になると思います。

これまでの出来事の経過がとてもよく整理された記事です。
それと同じ『芳ちゃんのブログ』からですが、
「ロシア連邦安全保障会議書記を務めるニコライ・パトルシェフ ― ロシスカヤ・ガゼタとインタビュー」
含蓄に富む知的な記事です。僕は日本や欧米の政治家には知性と人間性をまったく感じませんが、プーチンやラブロフといったロシアの政治家の知的水準の高さは見事だと思います。

今回取り上げたのは、５月６日に行われた国連安全保障理事会（UNSC）のメンバーによる非公式の会議「ウクライナ軍および民兵による国際人道法（IHL）違反およびその他の犯罪に関する国連安保理加盟国による"アリア・フォーミュラ"会合でのヴァシリー・ネベンジア常駐代表およびドミトリー・ポリャンスキー第一副常駐代表による声明」です。

この会議については及川幸久さんが「2022.5.8 国連安保理でロシアによる非公式会合」で取り上げられています。この会合で公開されたビデオも英語字幕のついたものだけですが訳しました。

開会の挨拶

ヴァシリー・ネベンジア：親愛なる同僚の皆さん。

私たちは、ウクライナにおけるロシアの特別軍事作戦の文脈で行われたウクライナ軍および民兵の犯罪に焦点を当てたアリア・フォーミュラ会合に皆様をお迎えします。
本日は、私たち自身が話すことはできるだけ少なくし、東部・南部ウクライナの住民の証言を共有し、これらの地域で活動している外国人ジャーナリストにも発言の場を提供したいと思います。

西側の主要メディアを読み、西側やウクライナの政治家の話を聞けば、ウクライナで起きていることについて、多かれ少なかれ次のようなイメージを抱くでしょう。
「ロシアは、隣国の成功とEUの一員となり、自由で文化的な世界の一部となる見込みを妬んで、この国に対して全面的な侵略を開始した。ロシア軍は残虐行為を行い、今も続けている。勇敢なウクライナ軍と防衛隊は、ひどいロシアの無差別砲撃から彼らを守ろうとしている」

しかし、現実は著しく異なっており、ウクライナ当局とその西側支援者は、それに光を当てようとはしていません。私はここで、ブチャ、クラマトルスク、イルピンのようなウクライナとそのスポンサーによるあからさまで凶悪な挑発行為の問題を提起するつもりはありません。
この仕組はあまりにも明白なので、安保理の英国議長国は、安保理の手続き規則に完全に違反して、ブチャの挑発に関する緊急会合を要求する私たちの権利を否定することさえ決定したのです。

私はただ、現場で陰惨な現実に直面したウクライナの仲間にマイクを渡して、ウクライナが宣伝する神話のいくつかを論破してみようと思います。

皆さんもご存知のように、軍事活動にも法律があります。それは国際人道法と呼ばれるもので、大まかに言えば、軍事目的のために民間インフラを使用しない、住宅地に重火器を置かない、民間人を"人間の盾"として使用しない、捕虜を尊厳あるものとして扱う、といった原則です。我々は、これらの原則がウクライナ軍と民兵によって組織的に侵害されていると確信する理由があります。

ウクライナ軍が民間人を人質や"人間の盾"として使っていると主張する目撃者がたくさんいます。例えば、マリウポリという大都市におけるアゾフ大隊の防衛戦術はこのようなものです。

彼らは通常、住宅の１階と２階に自分たちを配置し、民間人は家の真ん中に人質としてとどめている様子が画面に映し出されています。戦車は、アーチの下に置かれます（アーチがある場合）。建物全体が砲兵隊の陣地と化します。

ウクライナ軍が戦車や大砲、ロケット砲を住宅地に設置することは、近隣住民の明らかな抗議にもかかわらず、しばしば報告されており、その結果、これらの建物は一種のサンドイッチになっています。また、ウクライナ市民はそう表現しています。ロシア軍によって破壊されたとされるマリウポリの劇場についての言葉に注目していただきたい。

ロシアが開設した人道的回廊を通じて包囲された都市から出ることを禁止され、そのような回廊の存在すら知らなかったという証言がたくさんあります。ロシア語圏の視聴者にはあらかじめ謝っておきます。次の映像には罵詈雑言が含まれていますが、スピーチの内容をそのままにする必要があると判断しました。

これらの犯罪の多くは、ウクライナ当局が無謀にも武装させた、いわゆる領土防衛部隊に起因するものです。その部隊には、有罪判決を受けた犯罪者や刑務所から出された受刑者が大勢いるにもかかわらず。その結果、多くの都市で無政府状態と広範な略奪が発生しました。
アゾフ軍とウクライナ軍の分遣隊が、住宅地や家屋、民間インフラを意図的に攻撃し、これをロシアの軍事作戦の結果と見せかけたという目撃談が多数あります。高精度な武器のみを使用し、民間インフラを標的にしないという我々の主張を危うくするためです。

マリウポリからの市民の避難をめぐる状況は、現在、ニュースで広く取り上げられていますが、関連情報はウクライナと西側メディアによって大きく歪曲されています。

では、証人の話を聞いてみましょう。私の同僚であるドミトリー・ポリャンスキー第一副代表が今から登壇し、ある興味深いインタビューを紹介します。

ドミトリー・ポリアンスキー：この感動的な映像はパトリック・ランカスターの手によるもので、彼は今日私たちと一緒にいる予定でしたが、来られませんでした。マリウポリで今起こっていることを彼が取材したものです。マリウポリから避難してきた人々の話題を西側主流メディアに取り上げてもらうために、言及したいことがあります。彼らはロシアの同僚と同じ材料、同じ設定、同じ目撃者を持っているので、不可解です。
西側のジャーナリストは、ほとんどの場合、明らかに検閲を行っており、西側の公衆から厄介な情報を隠しているのは、非常に残念なことです。これでは、新たな鉄のカーテンが出来上がってしまいます。ごく最近の例をひとつだけ挙げましょう。

５月２日、多くの国から集まったジャーナリストのグループが、アゾフスタル製鉄所から避難してきた人たちにインタビューしました。その中の一人、ナタリア・ウスマノワは、とても声を張り上げ、感情的になっていました。そのため、彼女は多くの映像に登場しました。
彼女はロイター（イギリスのロンドンに本社を置く通信社。カナダのトムソン・ロイターの一部門）の取材に応じ、ロイターはビデオリール付きの短いレポートをウェブサイトに掲載しました。

この報道から受ける印象はいかがですか？
ナタリアはロシアの攻撃に怯えて、怖がっています。彼女はウクライナにしたことでロシアを憎んでいるに違いありません。彼女が無事で、ウクライナに行けることを神に感謝したい。
──というのが、このビデオリールを見たり、ロイターのウェブサイトの報道を読んだりしたときに受ける印象です。

しかし、実際にはロイター通信は彼女が本当に言ったことを大きく検閲しています。

それでは、ロシアのテレビで放映されたナタリアの証言の残りの部分をご覧ください。

この映像から、ナタリア・ウスマノワの本当の気持ちがわかります。この恥知らずな小細工（ごまかし）には、本当にコメントするのが難しい。
ご存知のように、ロシアのテレビチャンネルは西側諸国から放送禁止になっているのに、西側の視聴者はどうやって真実を知ることができるのでしょうか。
ここでプロパガンダを流しているのは誰ですか？
自分で判断してください。
そして、個人的な意見として、恥を知れ、ロイター。
ジャーナリズム、言論の自由、情報へのアクセスを促進する代わりに、ロシアに対する情報戦の手下（兵隊）になる道を選んだのです。
ところで、ドイツのシュピーゲル（ドイツ最大のニュースサイト）はナタリア・ウスマノワのインタビューをさらに拡大したものを掲載し、数時間後にそれを削除しました。私たちはその理由を疑っていません。

ヴァシリー・ネベンジア：これらのビデオリールをすべて見て、人は疑問を抱くかもしれません。なぜウクライナの戦闘員は、同胞の市民をこのように見下し、卑下し、非人道的に扱うのか？
なぜ彼らはウクライナの都市を破壊し、民間人の運命には無関心なのでしょうか？

ロシア兵は、両腕を背中で縛られた状態で、足を撃たれ、喉を切られ、激しく殴られ、サディスティックに骨を折られています。そして、これらの拷問はすべて"誇らしげな（自慢する、偉がる）“ウクライナの民兵によって撮影されています。
ロシアのプロパガンダに対する無用な非難（誹謗中傷）が再び行われるのを防ぐために、私たちは、以下のビデオを見ていただくだけです。

私たちは、ウクライナ軍と民族主義者による犯罪や否定的な扱いの犠牲者の証言の一部だけをお見せしようとしました。私たちにはもっと多くの証言があり、これはほんの一部に過ぎません。
私たちは、これらの犯罪を犯した人たちに対する説明責任を果たすために、それらを記録しています。しかし、時間的な制約があるため、この時点で中断し、著名なブリーフィング担当者にフロアを譲ることにします。

（39:28）２人目の報告者は、イタリアのフォトジャーナリスト、映画監督、ライターであるジョルジョ・ビアンキです。シリア紛争や"ユーロメイダン"に始まるウクライナ危機を広く取材しています。ジョルジオは作品の中で、人道的・人類学的な問題に常に特別な注意を払っています。
また、マリウポリの産科病院に対するロシアの砲撃事件の犠牲者として、ロケット弾のような速さで西側メディアに写真が広まった若い女性マリアンナさんへのインタビューも行いました。安保理で欧米の同僚からこのようなあからさまな嘘を何度聞いたことか。

私たちのブリーフィングが、ウクライナ東部で起きている出来事に対するメディアの一方的なアプローチを薄め、ウクライナ軍や民族主義的大隊による国際人道法や戦争犯罪の重大な（憂慮すべき）侵害の証言をさらに見聞きする一助となることを信じてやみません。

今日、東部・南部ウクライナの住民やそこで活動するジャーナリストから、その真実を聞いたわけです。ですから、目を開いて、どんなに残酷でも、どんなに不快でも、真実を受け入れてください。

We were hit by the “Grad" systems of our “heroic" Ukrainians, I don’t know how to call them.

We have windows facing both sides.
At some point a big fire started.

It is written on their foreheads who they are and how they behave.
They are cleaning the territory.

Because they want to clean it.
We are 100% sure that the theater was shelled by Ukrainians.

And we could not leave, we turned back.
We spent another three days.
They came to our house and said:
“Get out of here.
It will be our hospital.
But if you want, you may stay".

Some military personnel wer coming and saying that we should by no means leave the city if any corridors were provided by the Russian Federation.
They wanted to continue using us as a human shield.

A lot of these crimes are attributed to the so-called units of territorial defense which were recklessly armed by Ukrainian authorities despite the fact that there are a lot of convicted criminals and inmates let out of prisons in their ranks.
That resulted in anarchy and wide-spread lootings in a number of cities.
There are a lot of witnesses of deliberate attacks on residential blocks, houses and civilian infrastructure by Azov and Ukrainian army detachments to present this as a result of Russian military operation, to compromise our claims that we use only high-precision weapons and do not target civilian infrastructure.

But these leftovers of the Ukrainian army, they just entertain themselves by shooting at little children.
We saw with our own eyes.
You must show this to the whole world.
Not only Ukraine says that it is a beautiful country.
Not a single Ukrainian military man took us out of the basements.
Not a single one!
And one more question…
Although I am weak in politics.
I am not a soldier.
But what I saw with my own eyes…
I think if they are defending the city, they should be on the outskirts.
If you can’t defend it, drop your guns, give up, leave!
But they started hiding in residential areas, in schools, in kindergartens, in areas with residential buildings.
They simply went in.
And those who were caught by the ass by the Russian troops, they said.
“We will not get out of here alive. We will cover ourselves with 'living meat’."
Here is the “living meat that survived. It is us! That’s all.
Tell the whole world how Ukraine screwed up.
Now, guys, what else I want to say:

85% of destructions in Mariupol was caused by our Ukrainian army, because we personally saw how they came in the vehicles with those … with mortars.
And right there, 100 meters away, 50 meters away, there is a shell flies over the head and explodes in the same village.
I counted 10 shots twice.

Two Ukrainian soldiers come over.
One of them takes two automatic rifles simultaneously and starts shooting into the air.
Then he says, 'Kneel!’.
He was definitely on drugs.

They kept stealing food from all apartments.

People were complaining.
They kept saying, 'We bought this food, these were our preserves for emergency.
And these thugs just came and grabbed everything.

Who were hiding behind our backs, took our old people by hands and legs and threw them into the cellars.
People were going to their own apartments, or to by some food for their children.
